There are often times when creating change plans, we know exactly what activities need to happen, but there are no exact dates yet. Or for waves of change activity, same 5 activities happening at five different times. We need the ability to have the "date" field be "TBD" so planning an happen in CN, even before dates are final.
This also supports stakeholder impact planning.
